Step 1: Turning off Privacy Settings for better performance
Want to increase performance to turn off/disable any privacy settings including app diagnostics and feedback so it improves performance that way...
Step 2: Performance Settings and Virtual RAM Settings
Under the Performace tab, just copy these settings here:
- Animate controls and elements inside windows
- Animate windows when minimizing and maximizing
Animations in the taskbarFade or slide menus into viewFade or slide ToolTips into viewFade out menu items after clickingSave taskbar thumbnail previews- Show shadows under mouse pointer
- Show shadows under windows
Show translucent selection rectangleSlide open combo boxes- Smooth-scroll list boxes
- Use drop shadows for icon labels on the desktop
Under the Virtual memory tab, You can modify this if you are personal liking, but I have lists of it right here -> [List of Paging File Tweaks for Virtual RAM]
Step 3: Disabling/Tweaking Services
If these services running in the background if CPU decreased? Well, You can list the disabled/tweaked services if you copy here:
- Connected User Experiences and Telemetry (formerly Diagnostic Tracking Service) - Disabled
- dmwappushsvc - Disabled (not available on Windows 10 1809+)
- Downloaded Maps Manager - Disabled
- Geolocation Service - Disabled
- All Hyper-V Services - Disabled
- Remote Access/Desktop Services - Disabled (If you are using a 3-party RDP software like TeamViewer)
- Touch Keyboard/Handwriting - Disabled (Leave it manual if you want the emoji panel working)
- Windows Search - Disabled (If you don’t use Windows Search feature frequently)
- All Xbox Services - Disabled

Step 4: Registry Tweaks

Step 5: Power Plan Settings
You can just set to "High performance", or "Power saver" (if you are on a laptop) to increase performance by in games...

Block Windows 10 Spying with a Program
If Windows 10 is spying on you and causes performance decreases on low-end PC's, you can just download the O&O ShutUp10 tool.
Reduce Windows 10 Processes by using a Registry Key (1703+)

Repair Windows Image by Using Commands
If your Windows image was already in bad shape, you can use both of these commands here.
- dism /online /cleanup-image /restorehealth
- sfc /scannow
And you are all set! Windows 10 now runs smoothly without any issues!
